
New public sector jobs could become available at local government departments as they look to improve productivity.
That is according to research by management consultant Knox D'Arcy, which suggests that local authorities are falling behind private sector bodies in terms of productivity.
Employees in council posts were found to be productive just 32 per cent of their time, something which could prompt recruitment drives to replace the worst offenders.
Poor supervision was highlighted as a major cause for this trend, with the research indicating that many managers are uncomfortable dealing with poor staff performance.
"Changing the management style in councils is going to be vital to improving performance if cuts to frontline services are to be avoided, given the inevitable redundancies over the coming two years," said Paul Weekes, principal consultant at Knox D'Arcy.
"This means a significant cultural change, with a much more active management style needed, combined with better management control systems and more individual accountability for performance."
More than one million workers are employed by the 410 local councils in operation across England and Wales.
